Hon. Crisostomo C. Garbo
Crisostomo Cunanan Garbo is a native Mabalaqueno who was born and raised in Barangay Tabun. He is a descendant of the first kapitan of his barangay. Garbo has been in politics for 24 years and held the four positions, namely councilor, vice mayor, provincial board member, and now mayor.
In his first two months of office as mayor, he was able to empower the programs for health with services that cater to the indigent residents of the city. He believes that a city with healthy citizens is the key to achieve greater success and development. Mayor Garbo now aims to develop not only the programs for health, but also for education, gender and development, livelihood and infrastructure projects.
The COMELEC En Banc decided in favor of Crisostomo Garbo. He was then proclaimed in June 27, 2017 at the Palacio del Gobernador in Intramuros, Manila.
COMELEC First Division Decision
Immediately after the 2016 Elections, Garbo filed a petition to the Commission on Election to disqualify the then incumbent Mayor Boking Morales for violating the three-term limit rule. The COMELEC 1st Division affirmed the disqualification on August 3, 2016 but Morales had immediately filed an appeal to the COMELEC En Banc.

Hon. Garbo completed another three terms as Provincial Board Member of the 1st District of Pampanga. Finally, he ran for Mayor in the 2016 Elections garnering the second highest number of votes.

Before serving as Mayor for 2 months, Garbo won the 2007 Elections as 1st District Board Member. He was then seated in July 1, 2007 as part of the Sangguniang Panlalawigan.
When former Mayor Marino “Boking” Morales was suspended in May 2007, Garbo took his place as Municipal Mayor and served for 2 months from May 17, 2007 to June 30, 2007.

Garbo won as Municipal Vice Mayor of Mabalacat in the 2007 Elections and served from July 2004-May 2007.

In October of 2006, Garbo filed a Certificate of Candidacy to run as Municipal Vice Mayor of Mabalacat because of the three-term limit rule that disallows him of running for 1st District Board Member again.
1st District Board Member
After serving 1 term as a Municipal Councilor in Mabalacat, he then vied for the position of 1st District Board Member who represents the municipalities of Mabalacat and Magalang in the Sangguniang Panlalawigan of Pampanga. He won the elections and was seated in July 1, 1995.
