I. Personnel Complement: (As of August 31, 2017)

Currently the City Human Resource Management Office caters to a total of 2,141 employees including permanent plantilla positions, casual employees and job order. Breakdown is as follows:

  • Permanent –              566
  • Casual –              444
  • Job Order –           1,131

II. Recruitment, Selection and Placement

As part of the mandate of our office, the recruitment, selection and placement of newly hired employees was processed by this office.  Six (6) appointments of employees submitted to CSC for attestation (4 co terminus and 2 permanent position).  The following positions are as follows:

  • City Accountant
  • City Environment and Natural Resources Officer
  • City Legal Officer
  • Executive Assistant III
  • Executive Assistant II
  • Security Guard I

III. Published 17 newly created positions

For the Fiscal Year 2017, a total of 65 positions for various offices in the city government were created.  Only 17 positions were published because these positions are included in the Local Budget Circular No. 61 and do not need to be reclassified by the Department of Budget and Management.

IV. Released 602 New Identification cards for city hall employees

For proper identification of legitimate employees of the city government, this office prepared a total of 602 ID cards as of this date and still in the process of completing all the identification cards.  Itemization is listed below:

  • Permanent 446
  • Job Order 156

V. Issued a total of 31 Certificate of Employment (COE) and 142 Employee Service Record (ESR)

A total of 31 Certificate of Employment (COE) and 142 Employee Service Record (ESR) intended for different purposes like loans, application for visa, for employment purposes, reference and others.

VI. Processed 432 application for leave

Various types of leave like vacation, special leave privilege, sick leave have been processed in this office for the indicated period.

VII. Facilitated team building of the following offices:

  • City Legal & City Cooperative Offices
  • Rural Health Unit I
  • Rural Health Unit II
  • Rural Health Unit III

 VIII. Reconstitution of the personnel mechanisms namely:

  • Personnel Selection Board (PSB) thru Executive Order No. 025
  • Personnel Development Committee (PDC) thru Executive Order No. 027
  • Performance Management Team (PMT) thru Executive Order No. 026
  • PRAISE Committee thru Executive Order No. 028
  • Committee on Decorum and Investigation thru Executive Order No. 044

IX. Full implementation of the Citizens’ Charter

Pursuant to Republic Act 9485, also known as the ANTI RED TAPE ACT of 2007, the city revisited the Citizens’ Charter and reminded all employees to strictly follow the ARTA guidelines.

X. Policy on NO PDS, NO CONTRACT, NO SALARY for Casual employees and Job Order

In view of the transition period, this policy has been implemented as a protocol for proper documentation and as a compliance to the Commission on Audit rules and proceedings in documenting the rosters of Job Order employees in the city.
