Additional Personnel eradicated the backlog in the registration process.
The work at the civil registry office involves an estimated 80% documentation of the registered occurrence of vital events. While the said office has enough personnel to cater into the needs of the registering public at the transaction windows, the same is not true with the documentation personnel. Sometimes, personnel at the transaction windows are over burdened with extra load that jeopardizes their time to be in face to face service with the registering public.
The present administration has detailed five (5) new personnel to the office to augment on the documentation process. With such initiative of the Mayor, the Office has fully recovered from the backlog in documentation process. Nowadays, before the release of the registered vital events, the book number and the page of the same will be written on the civil registry form as part of the information released for their future retrieval.
The commitment of the LGU to support the One Stop Shop Processing Center at Clark Freeport Zone in accordance with the orders of President Rodrigo Duterte during his 1st SONA.
After series of meetings with key personnel from CDC and PSA, two Memorandums of Agreement have been approved in principle and now being processed to comply with the other legal requirements to be entered into between the Local Government Unit of Mabalacat City as represented by its Mayor CRISOSTOMO C. GARBO and the Clark Development Corporation as represented by its President and Chief Executive Officer NOEL F. MANAKIL; and another one between the same LGU, Mabalacat City and the Philippine Statistics Authority as represented by its Regional Director EDGARDO G. PARE. These MOAs will pave the way for the operation of the Batch Request Entry System (BREQS) at the One Stop Shop Processing Center within Clark Freeport Zone. BREQS is a system similar to that of the SERBILIS system of PSA where the owners of the registered vital events can request from without the need to go personally to PSA for their needed copies. The BREQS outlet (as is also the SERBILIS outlet) can facilitate the process of request from PSA and release to the document owner.
On the same project, there is now a need to amend the existing tax code with respect to the imposition of the City Civil Registry Office for every document requested at PSA through the BREQS to cover only reasonable cost. The BREQS is not to be perceived as an income generating project but rather a window for enhanced public service to the community in general, and the OFWs, in particular. Coordination with the SangguniangPanglunsod Secretary is now in progress.
The procurement of service vehicle for the use of the City Civil Registrar’s Office.
In order to facilitate the delivery of requests to, and pick up of documents from the Philippine Statistics Authority through the BREQSystem, the Hon. Mayor Crisostomo C. Garbo has ordered for the procurement of a service vehicle for the use of the CCRO in accordance with the existing budget of the Office and government procurement law.
As articulated by the City Civil Registrar, the vehicle will also be used in furtherance of the Barangay Civil Registration where daily visitations to scheduled barangays is programmed to support the desire of the Mayor to bring the public services closer to the people.
Networking of primary PHILCRIS computer users numbering to 8 units is now a work in progress.
Upon the request of the City Civil Registrar’s Office, the technical persons from the Philippine Statistics Authority headed by their Provincial Statistics Officer Ma. Virginia R. Olvena visited Mabalacat City and oriented our CCRO staff on the proper appreciation of PHILCRIS. It was discussed that certain concerns of our staff can be addressed with the proper networking of the computers inside the office. Now with the support of our Hon. Mayor Garbo, the office is now working on the procurement of the necessary materials for networking of our computers using PHILCRIS.
Once the program of networking is accomplished, the Records Section of this Office can access the encoded data of the Digitization Section for easy and quick search, verification, as well as issuance of certification.
Other accomplishment that can be attributed to the present administration pertains to the comfortable working environ of the CCRO personnel that includes the delivery of new Office furniture for use of newly detailed personnel. The interior of the office is also refurbished with cool window blinds.
With the support of our Hon. Mayor Crisostomo C. Garbo, the Office is very much enthusiastic with its other projects set before the end of the calendar year 2017.
