Garbo seeks COA help amid missing records

CLARK FREEPORT – Mabalacat City Mayor Cris Garbo, who assumed post only, last July, has asked the Commission on Audit (COA) for special audit funds of the city government, amid missing records, especially on multi-million infrastructure expenditures.

In a forum here, Garbo reported that at least three public schools principals have denied reports that various infrastructure project worth about P8 million were accomplished in their schools.

He said the ghost school projects probably comprised only the tip of the iceberg of infrastructure anomalies since 2014.

Garbo said that records of infrastructure projects since 2014 were in two computers allegedly carted off by city engineer Ramil Canlapan who hasn’t reported to work soon after Garbo assumed the morality post.

Garbo was installed mayor last June 30 after the Commission on Elections (Comelec) enbanc disqualified former Mayor Marino Morales for exceeding the three term limit for mayor. Garbo got the second highest vote in the 2016 mayoral race and was thus named mayor.

Garbo said he iisued anew another ultimatum to the city engineer to report to him the missing computers on August 15 or face appropriate charges.

“At this point, we are trying to trace the past infrastructure projects based on payments made by the treasurer’s office. But records on the nature projects, their cost and other related details are reportedly in the missing computers,” Garbo noted.

He said that Canlapan’s lawyer had informed him that the Engineer was ill. “So I sent our city health officer to his home in Angeles city to confirm this, but Canlapan was reportedly not there,” he noted.

Garbo also said that the camp of Canlapan has been pointing to the accounting office as being responsible for lost records, but the chief of the department had died from natural causes one after the other just a few days before assumed post. – Ding Cervantes
